A French ranking will put a lot of value on the income of a graduate, while an American or Chinese ranking will rank more on the number of articles published by the university. That is why the French "Hautes Ecoles" are so badly ranked according to American and Chinese rankings, while they do extremely well according to French standards.
Also, these rankings take also into account the barriers set for entry. For instance, because Harvard is hard to get into for financial reasons, and because HEC is hard to get into because of the twisted French system of prestige, these schools are well ranked! Same goes for the number of "international students" that attend. Of course, there are so many Lebanese in France for instance, that schools like HEC and ESSEC are increasing their rank purely by artificial means: making it hard for French students to get in, and easier for foreigners! Also, the fact that the French have the opportunity to get cheap education, they are few to want to enter those schools, or able to afford them!
Of course, as you say, this is absurd, but all Lebanese and French people like to believe they go to top notch schools and make themselves important, while in reality, their curriculum is not more impressive than any other school!
Schools are supposed to be ranked according to two standards: the content of their courses and the number of publications they have each year. The rest is purely commercial and leads to artificial rankings and prestige! It also leads to unfair competition and social inequalities! Besides, with the networks that are created between different schools, the difference between one school and another is being reduced...
