1- The role of the media is to bring uncovered truth.
2- Uncovered truth can be a threat for many "big and important" persons and their interest (no need to look far for an example).
3- Such people use their influence to build a wall of rules and regulations that would cover their... back. (Otherwise, they just "byetmanno 3ala l" media not to show the truth)

Regulated means controlled... thus limited in many means... and when it is limited, it cannot be engulfing and containing of ultimate knowledge and truth... In its hopes to refine media, it regulates it and thus diminishes a bit of its value which might be the means to achieve the zenith of knowledge and truth.

(I think I confused you more than helped you :S :D)

The quote is saying that only if the media is uncontrolled, then it can be free to say the truth without any alteration.
