There are many sites that are offering free samples of dissertations. there is a blog that has some samples.

In some universities plagiarism is not looked at too highly.

We could be of more help if u answer Seek`s question, in what area of interest or what field? Or u just need a guideline on how write a dissertation?

And to Shadow, all Unis, mainly the self respected ones are too strict on that matter and if they identify an act of plagiarism, they will not compromise. So u`ll end up either getting kicked out of the uni at once, or facing the ethics committee (and if found guilty, u`ll have the same destiny).

I've got a template from my university, MSc in Electronic Engineerings and it is british, let me know if it is helpful. Mainly it helps with the formatting and some guidelines.
