Why are these rules and laws needed, to protect us from harm, to help us live together in our communities, to help us distinguish between right and wrong, to ensure fairness?

Rules are only made because there are alot of idiots. If every person is responsible and knows how to respect then there wouldn't be any need for rules. It is sad also how many rules get so complicated, that they don't reveal the essence behind them anymore.
On a sidenote, anarchy, if properly done, is not a bad thing neither. Bad connotation to it has been done extensively by propaganda to protect alot of regimes. They link it with violence and chaos. This is completely untrue, anarchy is when there's no one above you ruling you, where the only moral standard is respect between individuals of a society. It is a far dream, but it is the most humane aspect of humanity.
But meanwhile, rules are a necessity, no one is starting any anarchy before being totally sure that a society is completely aware and on a higher level of respect.
