Nietzsche theory of power and the "will to power" uses the human energy as a source to achieve a particular goal or goals. This theory steps on the commonly agreed upon "morality issues" agreed upon by the masses and societies. A dangerous theory to say the least as it involves many suppressed human emotion such as pain, deceit, lies, etc. The morality issue is negligent in this theory as it is dependant on the individual himself. Not forgetting the role of religion in suppressing humanity and instilling "false" moral standards on the masses. "some moralities are more appropriate for dominating and leading social roles; some are more suitable for subordinate roles". So basically it is an issue of where to draw the line on where one enforces morality on others, or infringes his own, or lack of, on them.

I'm not sure if the first is the symbol of struggle as you describe it. Struggle has a lot to do with it, but ambition I believe is the key factor in pursuing that path. The desire to achieve what no other has, or the will to join the group of elite that presumably dominate the rest. To achieve ultimate power one has to completely detach himself from society, morality, religion, culture etc. All the constraints that normal living imposes on him have to be severed. By doing so one could be playing with a new set of rules that others are not accustomed to, where he is the master player.
Combining the two gives a balance to the inherent success of achieving the goal. Keeping some of the "morals" agreed upon, while at the same time breaking those that may interfere with getting to the end result. This seems to be the most favorable way adopted by many.
I believe strongly that knowledge and education play a deciding role where an individual may fall between the two choices you presented. A knowledgeable, educated person has more access to a diverse range of options not available to others. But ultimately, what a person does with such knowledge is the determining factor. Some keep their moralities intact, and refuse to challenge them thus staying in the lower ranks of your theory even when they possess a vast knowledge base to challenge the norm.
