Default USJ to adopt proportional representation for the students' elections - 17th October 2009

VIE UNIVERSITAIRE Une mission d'accréditation française a décrit l'USJ comme « un établissement d'enseignement supérieur de très grande qualité ». Les amicales d'étudiants y seront élues le 3 novembre selon un mode de scrutin proportionnel.

Les prochaines élections d'amicales à l'USJ, le 3 novembre, se feront suivant un mode de scrutin proportionnel, a annoncé hier le vice-recteur aux affaires académiques de l'université, Henri Awit.

L'annonce de cette initiative pionnière a éclipsé tous les autres détails d'une conférence de presse consacrée hier à l'accréditation internationale de l'Université Saint-Joseph par un organisme français spécialisé, l'Agence d'évaluation de la recherche et de l'enseignement supérieur (Aeres), dont le président, Jean-François Dhainaut, a rendu compte de la mission de certification effectuée en début d'année à l'USJ.

M. Awit a noté que le clivage politique dans le pays se retrouve au sein du corps estudiantin (évalué cette année à environ 11 000 étudiants) et que dans les douze facultés et la vingtaine d'instituts d'enseignement supérieur de l'université, les deux camps en présence sont sensiblement de force égale, avec de légers avantages de l'ordre de 3 à 4 %, selon les facultés, à tel ou tel camp.

« Il s'ensuit, a-t-il poursuivi, qu'aux élections, si le mode de scrutin est majoritaire, avec un avantage de 1 %, un camp peut en éliminer un autre et s'installer confortablement à la tête d'une amicale pour un an. »


Et de souligner que l'objectif de l'USJ était d'assurer la représentation la plus fidèle possible du corps estudiantin au sein des amicales. « Que cet exemple soit un modèle de conduite citoyenne, de coopération et de démocratie n'est pas non plus à dédaigner », a-t-il ajouté en substance.
Du reste, a conclu M. Awit sur cette question, ce n'est un secret pour personne que même sur le plan national, les responsables souhaitent trouver un mode de scrutin plus représentatif de la société libanaise que le scrutin majoritaire.
I think it's a good move by USJ to adopt proportional representation.

It might be a test to see how it will look on a bigger scale.

Flyers were being distributed in USJ strongly against the new rules which were set by the administration without consulting any of the students' committees.

I don't know who prepared the flyers but they weren't signed by any of the parties!

Dominance in a university is never to be measured in numbers of seats in the students council... You know that more than others TK

True.

Agreed 100%, but it also wouldn't hurt grabbing as much seats as possible to work on proposed agendas (LOL, eh mbala heheh)

i think it is a good idea; students will test the idea which evey party has been preaching.

do you that if it will be proportional by faculty or the over all number of votes?

It depends on what law law will make the biggest damage to FPM.

by Faculty? LOL

It will be by class!! Every 50-60 students will have 2-3 representatives who will themselves elect the president!
