They cannot remove. You cannot argue with electronics. As soon as jammer installed, his performance can be monitored. In case it is removed, you can send directly notification to news agencies. Noone will think even to do this then. And it is in hands of cell operator just to blacklist this area from cellular communication, just they have BS plan and direction of antennas, they can measure distance and create "black hole zone". Sure if they want.
Cell phone can be easily given by regular guard, who's salary is low, at night for example. Thats how it is usually done. Cells dont have monitoring cameras (especially in Lebanon), and usually they are banned in cells even in civilised countries (oh privacy of criminals). So after criminal got cellular he can text or call anybody he wants. It is VERY usual that they have phones there, and most USUAL way to fight with this - jammers.
But it is easier to talk on TV, for sure than doing something.
