Yeah also General Goro visited in 1920 not in 2009 so he did not need a visa.

Please, some respect. You are quick at mixing business issues with pleasure, or grief in this case. Here's the true story as revealed by Mongopedia:

Samir Geagea is the common alias under which a Lebanese War Crime Lord and equally a giant authority in Theoretical Psychiatry, is known. If you are saying that he was collaborating with the syrians before, then I see no reason they wont allow him to visit...

It doesn't matter if you see or do not see a reason, or even if he sees a reason or not, what matters is if they don't see a reason for him to visit, he won't be able to visit.
It is not because he decided to visit that they are going to welcome him, how hard is this to understand?
