Default Parliamentary Laws Proposals - 17th July 2009

في الأعوام الأربعة السابقة، تقدم نواب تكتل التغيير و الإصلاح بعدة مشاريع قوانين للمجلس النيابي، كان ابرزها مشروع سلسلة الرتب و الرواتب لموظفي الدولة ، و مشروع خفض قيمة الضريبة على المحروقات، و غيرها.
تكتل التغيير و الإصلاح يضم الآن 27 نائباً، ما يعني القدرة الأكبر على الإهتمام بالمناطق و احتياجات المواطنين.
من هذا المنطلق، ما هي المشاريع التي يود كل واحد منكم ان يتقدم بها التكتل لتحديث الدولة و تلبية حاجات المواطنين؟
أرجو منكم اخذ الموضوع بجدية و مناقشة الأفكار بعمق.

Thinking about it, I'd start by testing the block's willingness to change and reform: let them propsoe a law to reform and change the salaries and benefits of MPs, Ministers, ex-MPs, and ex-Ministers. this is costing the public treasury a huge fortune which can be used to pay-off the national debt. mainly the money that goes to ex-MPs, and ex-ministers. The new law should propose that MPs and Ministers will get paid only during the 6 months (maximum) following the change in their status (e.g. loss of elections, resignation, ...), the law will also look into financial extras and privileges that they receive.

they should propose a law to create a financial tribunal that will audit the Lebanese finances for the last 30 years

Introduce a new law for optional civil marriage, and a general civic status law. I want to be liberated from the church. I want to be a citizen.

They should do what they promised in their program!

What am I thinking about? What are my priorities?

- Administrative decentralization: new municipality law, including a new electoral law

- Reforming the judiciary system: making it more independent

- Creating a special institution to fight corruption, and granting it enough powers on the administrative and judiciary levels!

If they kept presenting laws proposal from now till ever and none will take into consideration implementing them, chou men koun 3melna?!

we would have at least proved the willingness of reform and pointed out those blocking it.
in a civilized country this is a huge incentive for garnering more votes the coming elections be they in 4 years.

I know I have been reitterating this for a while now, but the best proposal the Change and Reform block can make to parliament is the establishment of an "INDEPENDANT COMMISSION AGAINST CORRUPTION"

It would be too difficult to assess and prosecute the past, but a commission to deal with the present and future would be precisely what Lebanon needs.

Everything else will just fall into place

A law for Solidaire to start paying TAX for the government and to abolish this conflict of interest that is existing between the Prime Minister whom is from the future movement and Solidaire which is mostly owned by hariri's future movement.

Propose independent commission against corruption
Propose independent commission for the elimination of sectarianism
Bill upgrading Lebanese civil and criminal code (like upgrading from Windows 3.1 to Windows 7)
