It is precisely those examples!!!
And I want to emphasize CB's point above. It is not about the thughs themselves. We can ask and pray for them to become good people. They'll rarely change and it is a common problem across the world.
What is less common is a totally disfunctional state that does not have the monopoly of "internal" violence: The State should protect its citizens through security forces and judiciary system.
Not only is it not doing it (surprise, surprise), worse, FPM seems to be covering up for these shortcomings which can only encourage them...
