Default Major guidelines of Change & reform - 27th September 2008

Can we establish a list of the issues on which some change and some reform can be done in this country ? This can be a kind of starter of a political program for the 2009 elections
I'm starting with a set of three practical ideas (maybe we could avoid generalities) :
- vote where you live not where your ancestors were born
- get a real role for women in this country (without imposing a quota in elections maybe parties can start by tending towards the quotas)
- impose a regular session of parlimant where every minister presents his achievments (with figures not with words)

I suggested practical ideas
Of course secularisme is an excellent idea but what practical decisions can lead to secularism ? Of course everyone is invited to complete the list of practical ideas... starting by secularism and ending with taxes or any other detailed decision that would foster change and impement reform in this country.

Guys, I'm very affraid : there are not so many detailed decisions you would like a future majority including FPM take ?

I'd like to see them establish:
Firstly an independent commission against corruption whose job is to investigate and report on all fishy acts by any public office holders from municipality members to ministers.

and secondly strenthen the audit office and make it totally indenpendent from any government intervention or interference.

Thirdly: I'd a have a central town Planning authority with the ultimate power to approve buidling development projects.

forthly: I'd have a natural resources commission whose funtion is to identify and manage the country's natural resources mainly water.

Fifthly; I'd hire consultants to advise on the best ways to undertake agriculture and explore export markets.

Sixthly: I'd establish a commission to look after the welfare of young children.

Seventhly : I'd make smoking argeelehs an offence punishable by community work.

1-Secular system of government.
2-Abolition or at least revision of the Amnesty law concerning the civil war.
3-High commission for facts finding and war crimes prosecution.
4-A special chapter in the constitution about individual liberties.

My no. 1 reform would be to introduce a special "hate crimes" category with severe penalties into the penal code... with sectarian-motivated crimes the first item in that category and an expanded definition of "hate crimes" to include not only physical but verbal abuse/harm also.
