Just have

WikipediaIn Canada, a flashing amber light means "drive with caution" and is frequently combined with a flashing red light (meaning "stop") at four-way intersections.

Source

WikipediaIn the United States, the color alone indicates traffic flow. Flashing red is the equivalent of a stop sign.

(...)

In Michigan, a flashing red ball signal on a "protected" left turn traffic signal indicates that left turning traffic may, after a full stop, complete their turn if and only if there is a long enough break in oncoming traffic. The flashing red usually occurs when the oncoming traffic has a green signal.

(...)

All flashing red ball signals will gradually be replaced, because the flashing yellow arrow signals will become a U.S. standard.[3] There is also a flashing red ball at the intersection of Sherbourne Street and Wellesley Street East in Toronto and it acts as a 4-way stop sign.

Source

All in all, yes it is mostly a Canadian signal that is also used in some parts of the US, however the US will replace that signal, which will make it an exclusive Canadian signal!

Some of the Laws are already there and supposed to be applied but how are you gonna get people to fear the consequences of disobeying the law when every citizen has an important officer number on speed dial.
How many of us have seen a citizen handing the cop his cell phone to talk to his supervisor ?

What if someone 7mar is passing the red light, and a poor m3atar passing a green light and the made an accident.

In general if someone hits another in the back side of the car in a perpendicular way he is blamed becuase more than half of the car passed.

In this case how much the green light will cover him, knowing that in lebanon they dont blame 100% they give maximum 75%

Are you an expert in this? Coz I know that in Europe, if a car drives through the red light and gets in an accident with a car passing a green light, it is the person driving on the left that gets more than half the blame, no matter who hit who, and how!

This is because there's the rule of the priority to the right! It is absurd, but this is because it is usually hard to prove who crossed the red light! Also, even if you do drive through the green light, that doesn't excuse you from being careless (primarily for pedestrians and bicycles, but also for cars driving through other green lights).

Im not an expert but im just asking coz in some countries they will blame the one who passed the red light 100%, and they do so by revising the surv cameras.
Anyway every country have its driving law, but i was asking about the lebanese driving JOKE law.

I don't think it is about the law. It is more about enforcing it!

The law is there, and the priority to the right is also applied in Lebanon! However, first the Lebanese are not aware of the existence of such rules (nor about the other 70% of the rules), and second, even if they did know, there's no real will to enforce them!

LAW => AWARENESS => ENFORCEMENT

So if you have one of those without the two others, there's no real success...
