But if you give them their own seat...They will feel perfectly represented as full partners,fully sharing the assembly,and will probably feel much more closer,and much more in contact with Lebanon.

Which is the real goal that the whole process should be aiming for.
What you are asking for here, I would categorize under "enticements" not under "rights".

There are many other effective ways to "entice" the expatriates to stay in touch with, invest in, or come back to Lebanon.

But first give them their "rights"... the basic right to vote. I think this will be the first, largest and best "enticement".

Who monitors the elections in a Lebanese village where 95% of the voters vote for the same candidate or political line?

The hosting countries have nothing to do with you once you're inside the Embassy.

Your fears are like saying that the choices of Americans who vote in the US Embassies in Lebanon or Saudi Arabia are affected or influenced by their fear of the Lebanese State or the Saudi State or al-Qaeda or HA or LF or FPM...

Shou khass? you go inside the embassy and cast a "secret" ballot.

If there are voting irregularities, they won't be any different than the ones you would encounter inside Lebanon.

Also, as for parties' monitoring representatives, they all have local ones... and if certain candidates don't have a local representative, it means they have no supporters in that city/country who would vote for them... so what the heck would those particular candidates need to monitor?

what's your problem exactly?
Someone mawjoud 3a lawayi7 elshatib, why do you want to neglect his right to vote?
Everyone who wants to participate, should inform the concerned embassy within a specific period of time set by the lebanese government.
If he's allowed to vote, the lebanese government will send him a notification.
It seems after today's meeting, all parties agreed on that.
We still have time to make the necessary preperations.

وكما بات معلوما ان موضوع الاقتراع لمن هو مسجل في لوائح الشطب هو حق دستوري اكان هذا الشخص مقيم في وطنه لبنان او في الخارج لذلك كان همنا منذ البداية ايجاد الآلية والوسائل السهلة والمبسطة من اجل ان يتم اقتراع هذا الناخب ولو كان موجودا خارج لبنان، وبالتالي موضوع بهذا الحجم متمسك به معالي وزير الداخلية الدكتور زياد بارود ومصر عليه، خصوصا انه من بين من شاركوا في وضع مشروع معالي الوزير فؤاد بطرس وكذلك فان اعضاء اللجنة ايضا مهتمون بضرورة تأمين الوسائل الفضلى لتسهيل مهمة المتواجدين خارج لبنان من اجل ان يقوموا بهذا الواجب المقدس. وسيصار الى ارسال كتاب من وزير الداخلية الى وزارة الخارجية حول بعض الاسئلة المحددة من اجل تأمين هذه الآلية بالحد الادنى وسيوجه الكتاب خلال 24 ساعة وننتظر جواب وزارة الخارجية ايضا خطيا للجنة حتى يبنى على الشيء مقتضاه، حتى لا نتسرع وننسف موضوع الاقتراع خارج لبنان لاننا تسرعنا بشيء معين وتعلمون ان لدى لبنان قناصل وسفارات معتمدة في اكثر من مئتي بلد اجنبي وسيتم الاقتراع مبدئيا، بموجب بطاقة الهوية لمن لديه هوية، ومن ليس لديه هوية فيمكن ان يقترع بموجب جواز السفر اللبناني، لكن الموضوع الاساس هو ان يتقدم المقيم في الخارج من السفارة او القنصلية التابع لها بالتعريف عن نفسه وبأنه مقيم مع عنوانه وبأنه راغب في الاقتراع محل اقامته لانه لا يستطيع ان يقترع مرتين، عندها تراسل السفارات او القنصليات وزارة الداخلية ضمن المهلة المحددة لمن يرغب ان يسجل اسمه للاقتراع وثم وضع قوائم اسمية هنا للمقيمين خارج لبنان وتعود ترسل الى هناك حتى يستطيعوا تنظيم عملية كيف يتم الاقتراع واين سيتم وما هو عدد المقترعين لوضع الامكانات اللازمة لتسهيل اقتراعهم سواء لجهة المساحة او لجهة الموظفين لدى السفارات والقنصليات التي يقتضي تأمينها قبل موعد الانتخابات لذلك اقرينا بالتفاصيل الوسائل التي يمكن ان نقرها وننتظر كما قلت كتاب وزير الداخلية الى وزارة الخارجية وجواب الخارجية على الاسئلة المحددة التي ستوجه في خلال 24 ساعة

First of all THEY (the parties) DO MONITOR elections at a small lebanese village, secondly you cannot compare a Lebanese village where 95% of the voters vote for the same candidate To the Lebanese Living in The United Arab Emirate for example OR the people in the US voting for HA.

Exactly... they can also monitor the elections in any Embassy even if the Ambassador and all his staff are against them.

First of all as i have mentionned lots of parties we heard cannot send people to the embassies of the world for many reasons.

Secondly You talk as if everything is supposed to Go smoothly... it's not so simple, You see Lots of **** Happening inside Lebanon during the Elections So Just Imagine Going to the Source Of that ****, Imagine Going to the Client Directly, It's Gonna be the mother of all Crappy elections AND you will see clear variations From country to country (maybe the USA will be the most democratic afterall)
