No he can't.Judgment is now final and irreversible.

No he can't.A minister doesn't have any judicial power.Though he can request from the attorney general to take action,if anything occurs,but the attorney general is not bound to act accordingly and can turn down the request.

If Geagea is put to trial once again for a recent crime,he no longer benefits from the amnesty law,and you can open up once again all his files.But you cannot indict him for those past crimes, unless he is sentenced "guilty" for the recent crime that caused the legal procedure to start at the first place, and provided that those crimes are still punishable today.
Technically,Geagea should not have been sentenced and put in jail,since he was found "not guilty" of the Church bombing,which means that the amnesty law should have covered him back again.
So...Although legally well motivated,and factually well documented,the judgment was still,not technically legal.
But technically too...the amnesty law is illegal and anti-constitutional if it is interpreted or applied in a way to cover up for war crimes and crimes against humanity.
Which means that the amnesty law should not be taken into consideration for such crimes at the first place.
And finally,and also technically,the judgment,whatever the assessement,is final and irreversible so Geagea is and will always stay,a convicted criminal.
