أغلقت صناديق الاقتراع في إسرائيل ليل الثلاثاء بعد نهار طويل شهد منافسة ساخنة، جرت في ظروف جوية شديدة البرودة، وأشارت العينات الأولى التي عرضتها شبكات التلفزة الإسرائيلية إلى أن حزب كاديما، بقيادة وزيرة الخارجية، تسيبي ليفني، تتقدم على حزب الليكود بزعامة، بنيامين نتنياهو، وإن كان ذلك بفارق ضئيل، وفق المعلومات المتوفرة.

وستشكل هذه النتائج - في حال استمرت على ما هي عليه - مفاجأة من العيار الثقيل، إذ كانت كافة استطلاعات الرأي تشير إلى تقدم الليكود، لكن خبراء قالوا إن المعركة لم تنته بعد، وأن الطريق أمام ليفني لتشكيل الحكومة لن تكون سهلة، خاصة وإذا كان إجمالي المقاعد التي ستحصل عليها كتلة الأحزاب اليمينية، وضمنها الليكود، أكبر مما ستناله كتلة اليسار والوسط، بقيادة كاديما.

ووفق القناة العاشرة الإسرائيلية، فإن حزب "إسرائيل بيتنا" الذي يمثل أقصى اليمين قد حل في المركز الثالث، ما قد يجعله "فرس الرهان" في الجهود لتشكيل حكومة مستقبلية، في حين حل حزب العمل، بزعامة وزير الدفاع أيهود باراك، بالمركز الرابع، محققاً أسوأ نتيجة في تاريخه.

وتشير الأرقام المسجلة حتى ساعتين قبل إغلاق الصناديق إلى أن نسبة التصويت بلغت أكثر من 60 في المائة، ومن المتوقع أن تبدأ الأرقام شبه النهائية لنتائج الانتخابات بالظهور مع حلول صباح الأربعاء.

وكان نتنياهو قد اقترع خلال ساعات الصباح، حيث قال إن الشعب الإسرائيلي يرغب في حصول تغيير على المستويات السياسية والأمنية.

من جهتها، دعت ليفني الناخبين إلى التوجه نحو صناديق الاقتراع رغم الحالة الجوية، وذلك بعد إشارات إلى أن الأمطار والرياح قد تثبط عزيمة الناخبين الوسطيين، ما يسمح للحزبيين بالسيطرة على النتائج.

يذكر أن عدد الناخبين المسجلين في مراكز الاقتراع الإسرائيلية يبلغ أكثر من خمسة ملايين ناخب، أما الأحزاب المشاركة في الانتخابات فيبلغ عددها 33 حزباً.

ومن المتوقع الإعلان عن النتائج الأربعاء، وفق "جورسليم بوست."

وقام المرشحون بجولة في أنحاء إسرائيل الاثنين وعقدوا عدة لقاءات مع ناخبين في محاولة لحشد التأييد قبل يوم الحسم. وقالت ليفني، أثناء رحلة من تل أبيب إلى النقب: "النصر بأيدينا."

ورغم إعلان ليفني ونتنياهو في وقت سابق عزمهما تشكيل حكومة ائتلاف موحدة، إلا أنهما استبعدا الخطوة في حال فوز الحزب الآخر، وفق المصدر.

وصرحت ليفني الاثنين: "لن أشارك في حكومة لن أقودها ولا أؤمن بها."


ونقلت مصادر مقربة من نتنياهو أنه في حال فوز كاديما بمقاعد أكثر من الليكود، في مقاعد البرلمان الـ120، فإن حجم التكتل اليمني ستحول دون تشكيل ليفني لحكومة ائتلافية، وأوضحت أنه حتى في حال هزيمة الليكود أمام كاديما، فإن انتصار التكتل اليميني على اليسار سيفرض على الرئيس الإسرائيلي شمعون بيريز الطلب من نتنياهو تشكيل الحكومة.

وبدأ الليكود وكاديما مشاورات جانبية مع أحزاب صغيرة في سياق جهود لبدء إجراءات تشكيل الحكومية.



نتنياهو يؤكد للتلفزيون الإسرائيلي انه رئيس الوزراء الجديد

Can anyone explain how the Israeli electoral system works?

I am a bit curious why the arab Israelis manage to get fewer than 4% of the seats when they constitute 15% of the population. Is it because they are divided or because the electoral system discriminates against them in the areas where they live?

I thought the arab-israelis constitute closer to 20% of the population...Anyway, in previous elections a lot of arabs have voted for the Labour party in a vain hope that they will bring peace to the region.

If some Israeli party got 4% of seats it means that party got 4% of Israeli votes.

proIsrael-nonIsraeli it seems you know better! can you explain for us in a small paragraph how the election goes in Israel and how do they calculate the result?!

11 seats.
Balad - 3%
United Arab List - 4%
Hadash - 4%

Israeli Arabs make up about 20 percent of Israel's population however no more than 50% of eligible Israeli Arab voters cast their ballots today..

1-So does that mean the arab vote (say they represent 20% of the population) goes to various parties and hypothetically, if they voted for one party they get 20% of the seats?

2- if one party for example gets 30% of the total vote throughout the whole nation with varying percentages across electoral districts, does it end up with 30% of parliamentary seats?

I am flattered but I am not exactly an expert.

All I know that Knesset has 120 seats, which are distributed proportionally to votes collected by 10 or so biggest parties.
Party, which has gotten greatest number of votes (it can also be overruled by the President and opportunity to create government may be offered to another party) must create coalition of at least 61 seats and this is were major wheeling and dealing begins as you can imagine.
I also heard that Arabs and Jews often transcend sectarian and religious lines and vote for parties based on their political agenda instead.

PS. I suggest you check everything I said for I am not sure.

Just checked the Haaretz website:

With 99 percent of votes counted, Kadima leads Likud 28 to 27 seats - Haaretz - Israel News

There are 33 parties on the ballot. For an American it is mind boggling.
