Actually this is a good point. the alliance between FPM and HA has reached a level similar to that of the alliance between HA and amal. this was proven in the last parliamentary elections.
back in the days, prior to Feb 14 2005, there was a mutual agreement between HA and Amal which states that HA are responsible for all military actions and amal are responsible for all the political ones. ie: if some random guy from amal launched a rocket towards israel, HA were to take the blame for any reactions. similarly, any internal conflict was the responsibility of amal.
that agreement was mainly based on sectarian basis; whereas now, apparently, this agreement has changed a bit. now HA are getting involved in internal politics more and more and on the other side, the "resistance's back" is not only protected by amal, but also by other Lebanese compatriots, such as FPM and Marada (and this was proven in July 2006). now this agreement is based on the interest of lebanese as a whole.
so, if the information you provided is correct, then both HA and FPM are just implementing this agreement: FPM are covering for HA (but this doesn't mean I agree with your information as lebanese politics are as complicated as hell) and on the other hand, HA are agreeing and supporting all of FPM's political demands without any hesitation.
