I cannot perceive how, in the scenario you're presenting, he could ask Hariri for one half of the government. In the case of a majority dominated cabinet, he would be given a few ministries in order to show some balance. But that equilibrium would remain superficial and with no actual equal balance between the two given powers and influences.
It might be his legal right, but he would never dare to do it and confront a majority of MPs that can make his mandate a living hell. His predecessor's "rule" is still in the minds of everyone. |
well may be not half but i was trying to emphasize the problem
in the government formation.
the current majority can't do anything, they don't have 2/3
of the parliament and they can't form any government without
the president's approval/signature. it's as simple as that.
to cut the story short, he said that he will not sign the decree for
any government if it's not a national unity government, and i think that
he means what he says otherwise the government would have been formed
by now.....
translating this in the constitution means that the opposition
will have a decisive vote in the 14 subjects mentioned in
article 65 paragraph 5 as well as controlling the legal 2/3 quorum.
these are the aspects of a national unity government. the problems
will surely be bigger for a majority-only government because
the majority will have to face the president then, they won't do that...
at least not for the time being.
