Beirut is a single caza, so even on a caza based electoral law beirut ought to be a one district.

Do you think before you type?
wikepedia
Lebanon is divided into six governorates (mohaafazaat, Arabic: ??????? —?;singular mohafazah, Arabic: ???????) which are further subdivided into twenty-five districts (aqdya — singular: qadaa).[52]
* Beirut Governorate
* :The Beirut Governorate is not divided into districts and is limited to the city of Beirut.
* Nabatiyeh Governorate (Jabal Amel)
o Bint Jbeil
o Hasbaya
o Marjeyoun
o Nabatieh
* Beqaa Governorate
o Baalbek
o Hermel
o Rashaya
o Western Beqaa (al-Beqaa al-Gharbi)
o Zahle
* North Governorate (al-Shamal)
o Akkar
o Batroun
o Bsharri
o Koura
o Miniyeh-Danniyeh
o Tripoli
o Zgharta
* Mount Lebanon Governorate (Jabal Lubnan)
o Aley
o Baabda
o Byblos (Jbeil)
o Chouf
o Kesrwan
o Matn
* South Governorate (al-Janoub)
o Jezzine
o Sidon (Saida)
o Tyre (Sur)

will Jumblatt specifically accept mount lebanon to be one mou7afaza and risk losing his MPs in Shouf and Aley? will FM acccept the Bekaa as one district?
