first, why "should"? what's the obligation there?

second, FPM shouldn't choose ministers out of their MPs. (1) that's plain dumb, because there are many others who are as, if not better, qualified, (2) GMA always advocated "fasl el souloutat" meaning that a person can only be MP or minister, but not both. i hope he'll stick to that.
