FYI, I fully agree that it is a huge issue. I'm a bit of an environmentalist myself!
Now, the reason I started point (ii) was that I'm not sure that whoever will eventually fill this post will be an expert on environment, but that it will probably be one of the last posts filled by one of the 'less important' figures, and the available candidates will therefore be limited...
I think it should be filled by an expert, someone with proven experience and knowledge on the subject, but I don't think it will happen unless such a person can be found with a political affiliation strong enough to satisfy one of the big parties.
As for the suggestions above, FPM's principles would make it fit nicely into for example Justice, yes. :)
