The most each state or canton can have in a federal system is a police force but there would be one army.
What about peace with Israel? will the christian canton make peace with israel and open an israeli embassy in Jounieh and the shiite canton keep fighting israel until the liberation of Jerusalem?
What about relations with syria?
What about the weapons of HA?
How does a federal system solve these issues? i don't think a federal system will do the country any good right now, it s either we try and make the best we can out of the current model we have or we just divide the country up into 3-4 mini states.

Today, many would be happy having their own internal security forces, in addition to a full control over telecom networks in their areas for example...

Ofcourse there has to be some level of understanding because they will be neighbouring states, but it's not anything near the level needed if they still want to be in one country.
We disagree but I just wanted to clarify a point. I put "partition" as a political system by mistake. Of course, in case of partition, people won't have to accept to live together as there will be several "independant" states.

Anyway and in any case, as Chafic said, the notion of "respect" between the parties is the bottom line.
