The security council is where it counts. I'm not sure about resolutions of all the other institutions but the ones the brainless bunch draw up in the security council are binding, allowing them to destroy the lives of many and leaving many nations in a dismal state if they go against the interests of the permanent members and their 'friends' ....AKA Iraq.
