Default Where is foreign policy?! - 14th May 2009

I've looked through the program and there is no section that deals with foreign policy (besides indirect references in the National Defense section). This is a hugely important subject to clearly define in an election program, especially in Lebanon where so much of what needs to be done internally is dependent on being able to manage the external relations and mitigate their risk. Its omission from the FPM program is bizarre!!

Default Where is Foreign Policy in the FPM’s Election Program??! - 16th May 2009

I posted this question in the C&R Program thread but no responses. No one else thinks it is really odd that the detailed 3rd Republic program lacks a section dealing with foreign policy? I can think of only three reasons why FPM would have decided to exclude foreign policy from its program:

1) The FPM differs substantially on many foreign policy issues with its other C&R partners and with Hezbollah and Amal, so it decided to avoid the awkwardness and potential tension within the “opposition” and to prevent its opponents from exploiting this difference.
2) The FPM is worried that its own foreign policy is at odds with the opinions of many of its constituents and supporters and does not want to highlight this difference.
3) The FPM, has in a sense, abdicated foreign policy strategy to Hezbollah as part of a deal in which Hezbollah would pave the way for the FPM to implement its internal reforms while the FPM allows Hezbollah a wide margin of manoeuvre on foreign policy in terms of Lebanon’s alignment along the current regional fault lines. In a sense, analogous to the deal between Rafik Hariri and Syria in the 1990s and early 2000’s.

If I’m totally off the mark, I would love to be corrected!

I saw that section in the earlier documentation but I noticed it was missing from the "3rd Republic" material.

In any case, the foreign statements are very generic. They don't articulate FPM policy on Lebanon's position on the following key issues:

1) The current alignment of Mid-Eastern countries between the "moderates" led by Jordan, Egypt and Saudi Arabia, and the "resistance and refusal" front led by Iran and Syria. So neutral or aligned?
2) Peace negotiations with Israel – pursue in conjunction with Arab League initiative versus seek joint peace agreement along with Syria, versus maintain indefinite hostility towards Israel
3) Active support of Palestinian armed resistance in the occupied territories versus support political negotiations
4) Support right of Iran to develop nuclear capability or oppose nuclear proliferation in the whole region
5) Pursue closer economic and political ties to Europe (e.g., via EuroMed) or turn primarily eastward and seek regional pacts

So where does the FPM stand on these issues?
