The bigger step was already made earlier when a law was passed, to issue the new identity cards without any mention of the religion or sect you belong too.

He actually did, the law you're talking about may have removed the religious affiliation from the identity card, but you still needed the "ikhraj kayd" to have this card.
And guess what ?
The "ikhraj kayd" DOES mention the religious affiliation.
It actually obliges you to have it there.
The new law passed gives you the option not to have this affiliation in the country's record.
So, yes he did go further than any other minister in the history of Lebanon ;)
