frontpage / sharepoint designer
These software help with designing basic HTML website,
If you are asking for web 2.0 you should get involved into CMS they are ready programmed but they need customization.

Stick to frontpage it is basic and effective,if it is only a personal website/informative where no need to user registration and interactivity with the user.

Well I am trying to integrate an online payment system into a website,
As you know using PayPal is not possible from Lebanon.

I need to accept credit card payments online, is there is any application or a service that can be used for such thing?

I see a lot of sites that they have external pages for payment.

Any Idea?

In France, you only need to make a deal with your bank and redirect the users to the your customized webpage (managed by your bank).

Go and check if this service is available with the lebanese banks.

Otherwise let someone living outside open a paypal account for you !

Absolutely, you need to visit your preferred bank and have an account already setup with them. You will need your own e-commerce system (orders usually are not auto processed in typical e-commerce but they can be automated). Shop around for a bank deal, the difference is noticeable usually.

I can sell you my graduation project for counter fraud and identity management if you want lol

I think i Should Give my Bank A visit,
There is some companies that provide such services, but they are thieves lol
They will take 10% of the total amount + taxes,
At the end of the day i will be working for them.

Mar1k I am not worried about the payment system itself :P im using Zen-cart and Os-commerce these are one of the best e commerce application world wide,
what i am worried about is the processing of credit payments, the best choice will be getting a deal with a bank.
