all you have to do is have high speed internet and sign up to a provider like vbuzzer.com or voxalot.com and it does not matter which country you are in, you can call PTSN lines for cheap or other internet voIP providers for cheaper than free, People can call you from the country listed
here for free the key is having a high speed internet.
There are also wireless voIP phones that have a big reach, of course you need the big antenna and all, or you can a have a normal cordless phone at home voIP that can call the world and receive calls from the world for rates in the order of cents. Your whole phone bill would be around 5 bucks a month if you call the Nepal a lot for example
Of course it all starts with having some decent speed internet.
