Even in the countries surrounding Lebanon that has the fastest infrastructure network such as Jordan and KSA the usage of VoIP is at minimum and used mostly for internet calling.

The lack of public wireless networks maybe the main coz that why the presence of the GSM networks made it easy to introduce PTT in low rates.

Lebanon has 2 or 3 facilities using full VoIP system for internal communication and also mobile ones. (within the company).

all you have to do is have high speed internet and sign up to a provider like vbuzzer.com or voxalot.com and it does not matter which country you are in, you can call PTSN lines for cheap or other internet voIP providers for cheaper than free, People can call you from the country listed here for free the key is having a high speed internet.
There are also wireless voIP phones that have a big reach, of course you need the big antenna and all, or you can a have a normal cordless phone at home voIP that can call the world and receive calls from the world for rates in the order of cents. Your whole phone bill would be around 5 bucks a month if you call the Nepal a lot for example
Of course it all starts with having some decent speed internet.

agree you have a point but as u stated at the end of your reply we need a decent internet connection and having a decent one in Lebanon will cost you big $$$ i mean in comparison with Europe at least...

PTT is still under trial in Dubai, Jordan and KSA. Qatar has it by subscription now and end users cannot by this service you need a corporate client. i dont know if in Dubai it will be available for end users but i know for sure that will be based on a subscription plan... KSA i think it will be for end users after allowing the 3rd operator to start and implementing full 3G network coverage.
