I googled around and it seems a common problem. Try this solution it was recommended by lot of people:

STEP 1
Windows XP: Start --> Run

Write:
REGSVR32 %windir%\system32\msxml3.dll

If "DllRegisterServer succeeded in C:\Windows\System32\msxml3.dll is succeeded." appears go to STEP 2

If the message does not appear you have to install the file msxml3.dll and you can find it here
--> Download details: Microsoft XML Parser (MSXML) 3.0 Service Pack 7 (SP7)

Go along the page and start Download near the file msxml3.dll

-------------------------

STEP 2
Restart your computer and log in with Messenger, If these errors appear:
80072ee7
80048820
8004840a

- Make sure that internet works correctly. Try to open some websites and surf them.
- If the error goes on, delete the cache DNS entries.

Windows XP: Start --> Run

Write:
ipconfig /flushdns

If the error goes on, just control your firewall and then try to log in with Messenger

ia64 i have tried this before and it's not working
halla2 i found that some recommended a registry cleaner , regcure (i sent u a pm about it)

also , i would like to share something . because i wasn't able to remove msn 2009 after installing it from the stand alone installer , so here's how to remove it

1. Open up Command Prompt.

Windows XP
Start > Run > cmd

Windows Vista
Click Start, click in the Start Search box, and then type command prompt. Under Programs, right-click Command Prompt, and then click Run as administrator.
2. Place the MSI installer file of Windows Live Messenger in C:\. In this example, my MSI installer file is Messenger.msi.
3. Type cd C:\ in the Command Prompt.
4. Type msiexec /x <MSI filename>. In my example, it would be msiexec /x Messenger.msi.

This method is only for those who installed through the standalone MSI installer.
