u didnt give much detail about ur setup and attempts, but try these if u haven't.

check the power supply unit, make sure u got one with 500w+.

check ur power connector to the vga.

plug the vga gently but firmly.

hopefully u got a good not very old motherboard and a good vga brand.

finally, check ur vga monitor connector on the video card and try connecting to the dvi port with the converter also.

Remember that ur vga requires a power outlet from the psu directly connected to it.

Well it was my dad that installed it.

The card has a power outlet with 2 cords, from 1 side u put it in the card , and it has 2 "endings" and he put both of em , then tried each alone then neither and the prob was the same. So i dont think that was it.

My dad took the card with him to try it on other PCs and see if the prob is from my PC.

Really sux tho

okay so i have my PC opened up and desperately seeking help :p

I have a 450w PSU which supposedly should be enough.
I connected one of the cables to the PSU and the other to the vga ( i think well its the only place i can plug it in )
I put the port converter and plugged in my screen and turned on the PC.

Same whining noise, and no screen , when i switch the Screen port to the normal plug i get a normal screen so im guessing the pc isnt reading the card.

Is your PSU a branded one like Thermaltake or so? You have to make sure that your PSU can supply the proper amount of amps on the 12V rails.
We need more info here.
