i contacted GIS developement, and here are what i got. Its only available on Garmin and the installation costs around 550$. If you already have a garmin, they can download the data for you at around 250$. As per the salesman, its very very accurate.

too expensive, the whole europe on the Garmin SD card is 59$.

Full maps and navigation systems are available for Lebanon:
  1. Toot Toot
  2. Orion

The Orion software is based on the NAVfone software and it cost 80$ for Symbian and 120 for WM.

Is Orion a turn by turn GPS or is it just maps?

Anymore info on Toot Toot ? sounds like a msabbeh on Tele Liban
