Actually, I submitted my application a month ago and then I've been informed that I got selected among the first 200. They select candidates by waves and put them online so that people get to vote. Then, a proffessional jury will eliminate candidates. Having votes is an advantage in getting selected for the next step in Paris.
You can vote more than once, each time you refresh the page I think. But votes don't show immediately.
