I fear #1 and #2 which are incompatible with development
Secularism is an interesting topic in multi-religious societies
Atherism no problem with that as soon as the atheist has faith and loves

In a nutshell:

Sectarianism breeds fanaticism, and fanaticism breeds sectarianism.

An atheist prefers to live in a secular society, whereas a secular society does not lead to atheism because people are still free to practice their religions *in private*, which is not the case in say, Iran.
