Never? That's a bit of an extreme word, don't you think? Syria already has the intellect, but technological advancement doesn't come overnight, and in Syria's case, it has to develop under constant pressure, sanctions, and threat of war by the world's most powerful military machine. Israel, on the other hand, has free access to the most sophisticated and advanced technology and military arsenal on earth.

It is impossible to detach one from the other.

If IAF can act with impunity it means Syrian land forces are as good as dead.

You may be right about everything you are saying but in the end it comes down to the same. Excuses (valid or not) do not help much.

No excuses; I'm not saying Syria shouldn't or couldn't become technologically advanced, but its road to advancement is a lot harder than Israel's and therefore will take more time. This is not an excuse for not becoming advanced, but an explanation of why it will take longer for Syria to do so.

Pressure and sanctions when their occupation of Lebanon was supported by most of the world at one point?

Syria had received a lot of help from Soviet Union in its time.
Papa Assad could've turned country's economy around if he wanted to. Baby Assad could've done the same.
It is not happening. And it will not happen. They were/are dictators occupied with holding on to power. Syria is yet to go through even darker ages than today before it will finally recover.

Sanctions are nothing comparing to what regime does to own country.
Besides, sanctions are effect, not the cause.
