PFC,
in a normal day, the sun is not such a curious thing for individual to stare at... so the risk is minimized, and when you do look at it, it burns your eyes, so you turn them away; whereas in an eclipse, ppl tend to look at the phenomen, at there is no burning sensation is not so disturbing.... but it is much more harmful.
Let's just hope no accidents similar to the ones of the last eclipse do happen! ( i remeber that 2 or 3 persons lost their sight
