The net regulator Icann has invited countries to ask for "internationalised domain names" in non-Latin characters.

Egypt and Saudi Arabia have announced their intentions to apply for the first Arabic domains.*

Countries can also apply for domains in other scripts, such as Chinese. *The first official international web addresses are expected in 2010.*

"The IDN [International Domain Names] program will encompass close to one hundred thousand characters, opening up the internet to billions of potential users around the globe," said Peter Dengate Thrush, chairman of the Internet Corporation for Assigned Names and Numbers (Icann).

The regulator has described the introduction of IDNs as the "biggest change" to the net "since it was invented 40 years ago".*

"Over half the internet users around the world don't use a Latin-based script as their native language," said Icann president Rod Beckstrom.

"IDNs are about making the internet more global and accessible for everyone."

He said Icann had "already received six applications from around the world for three different scripts.

These included a bid from Egypt's bid for .misr, meaning Egypt in Arabic, and one from Russia.

Plans for IDNs were approved at a meeting in June 2008. However, it has taken until now to make sure that the translation system needed to make it work functions correctly.

The changes have been made to the net's Domain Name System, which acts like a phone book, translating easily understood domain names such as bbc.co.uk into strings of computer readable numbers known as IP addresses.

The tweaks will allow this system to recognise and translate the non-Latin characters.

Some countries, such as China and Thailand, have already introduced workarounds that allow computer users to enter web addresses in their own language.

However, these were not internationally approved and do not necessarily work on all computers.

Icann has now invited registrations from countries to apply for internationalised country codes, such as .uk or .us.

It said that people will be able to apply for an entire web address at a later date through the body which wins the right to control a nation's internationalised country-code.

			<description><![CDATA[It's well known that most lebanese ISPs block torrent ports to reduce the load on their networks & servers and to have better connection delivered to their customers. It's also a known fact that the lebanese infrastructure is not adapted for a high surge of download bandwidth in case torrent ports are unblocked.

- Since most cable providers have no download limit, it suits them to block these ports. But do they do it themselves or are they already blocked by their bandwidth providers? if not, do all cable providers block torrent ports or some don't? if so, who?

- Ogero and its secondary ISPs don't exactly need this limitation as they already have a bandwidth limitation set for each customer. But do they still block torrent ports?

- Is there any way to unblock torrent ports or it's impossible? 

- Finally, just out of curiosity, do they block torrent ports in any western country? I ask since most downloaded stuff over torrent engines are illegal, so do they?]]></description>

Project Natal will be available worldwide November 2010, launch with 14 games, and sell for less than £50, or about 80 US dollars, according to games biz site MCV. Expect 5 million units for global ship at release, with at least two purchase configurations: As a solo upgrade, or bundled with the Xbox 360 console itself.
MCV says its sources for the information had access to a secret tour Microsoft's been conducting in the UK to demonstrate Natal's technology to certain publishers and studios. Apparently the tour was designed to drum up developer support for the device.
If $80 sounds cheap, a publisher told MCV Microsoft's trying to get it even lower, aiming for "impulse" territory that could drop the tag to as little as £30, or about 50 US dollars.
Microsoft unveiled Natal this summer at E3 in Los Angeles. The device uses various cameras and microphones to track player movement and audio, allowing for what the company calls a "controller-free" experience.
At the Tokyo Game Show last month, top-tier publishers and developers including Activision, Bethesda, Capcom, Disney, EA, Konami, MTV, Namco Bandai, Sega, Square Enix, THQ and Ubisoft committed to design games for the device.

At the GamesBeat 2009 Games Conference in San Francisco today, games industry analysts Michael Pachter (Wedbush Morgan), Colin Sebastian (Lazard Capital Markets), and David Cole (DFC Intelligence) delivered their thoughts on the next 10 years of the games industry. Most interesting are the analysts' predictions for the next console generation -- or lack thereof.

"I think we've seen the last generation of consoles," Pachter claims. He says Nintendo will likely upgrade the Wii at some point (perhaps with HD and more storage), but all three console makers will be reluctant to release any subsequent consoles -- in the future it'll be more about a standard delivery platfrom. Why? Because there's no money in it for them. And because the third party publishers simply won't allow it. "[Third party publishers] are not going to support a PS4 or Xbox 720," he says, pointing to the fact that they're already largely struggling with the cost of developing games today. "The content is not going to change in any meaningful ways because the publishers can't afford it," he continues, suggesting that the current crop of consoles will be the ones to last us well into the future.

Sebastian disagrees, instead saying the games industry will have one more console generation, which will hit in 2012. Cole agrees with him, saying that in 2012 the PS3 will be the leading platform for software sales and that both Microsoft and Nintendo will be forced to launch new platforms (Sony would likely wait a bit longer).

Pachter at least agrees that we wouldn't see another Sony platform for quite some time. "Sony is not going to put out a console until they make a profit on this generation, and my math puts that at around 2015."

Yes, free dial-up access V90 56K, the first and only one in Lebanon. If you do not believe, or doubt this, please ask around, you will find people who know about it and even use it (I can give a list of 6000 phone numbers who have been used it at least once). Till now it is working and may be tested, the number is 1620, username: visp, password: demo. Stay as much as you want, it is unlimited, no requirements at all - no advertising, banners, restrictions, politics and stuff...

As you may guess, it is mostly used by very poor people, or people from very rural villages where no other access is available at all. 

When Jubran Bassil came to power one of his first actions was to stop this. WHY - NO IDEA... He started to send "missionaries" from his ministry to explain that HIS WILL is to have these ports closed by us "You close, else..."

BAGHDAD &#8212; Despite major bombings that have rattled the nation, and fears of rising violence as American troops withdraw, Iraq&#8217;s security forces have been relying on a device to detect bombs and weapons that the United States military and technical experts say is useless.

The sensor device, known as the ADE 651, from $16,500 to $60,000 each. Iraq has bought more than 1,500 of the devices.

The small hand-held wand, with a telescopic antenna on a swivel, is being used at hundreds of checkpoints in Iraq. But the device works &#8220;on the same principle as a Ouija board&#8221; &#8212; the power of suggestion &#8212; said a retired United States Air Force officer, Lt. Col. Hal Bidlack, who described the wand as nothing more than an explosives divining rod.

Still, the Iraqi government has purchased more than 1,500 of the devices, known as the ADE 651, at costs from $16,500 to $60,000 each. Nearly every police checkpoint, and many Iraqi military checkpoints, have one of the devices, which are now normally used in place of physical inspections of vehicles.

With violence dropping in the past two years, Prime Minister Nuri Kamal al-Maliki has taken down blast walls along dozens of streets, and he contends that Iraqis will safeguard the nation as American troops leave.

But the recent bombings of government buildings here have underscored how precarious Iraq remains, especially with the coming parliamentary elections and the violence expected to accompany them.

The suicide bombers who managed to get two tons of explosives into downtown Baghdad on Oct. 25, killing 155 people and destroying three ministries, had to pass at least one checkpoint where the ADE 651 is typically deployed, judging from surveillance videos released by Baghdad&#8217;s provincial governor. The American military does not use the devices. &#8220;I don&#8217;t believe there&#8217;s a magic wand that can detect explosives,&#8221; said Maj. Gen. Richard J. Rowe Jr., who oversees Iraqi police training for the American military. &#8220;If there was, we would all be using it. I have no confidence that these work.&#8221;

The Iraqis, however, believe passionately in them. &#8220;Whether it&#8217;s magic or scientific, what I care about is it detects bombs,&#8221; said Maj. Gen. Jehad al-Jabiri, head of the Ministry of the Interior&#8217;s General Directorate for Combating Explosives.

Dale Murray, head of the National Explosive Engineering Sciences Security Center at Sandia Labs, which does testing for the Department of Defense, said the center had &#8220;tested several devices in this category, and none have ever performed better than random chance.&#8221;

The Justice Department has warned against buying a variety of products that claim to detect explosives at a distance with a portable device. Normal remote explosives detection machinery, often employed in airports, weighs tons and costs hundreds of thousands of dollars. The ADE 651&#8217;s clients are mostly in developing countries; no major country&#8217;s military or police force is a customer, according to the manufacturer.

&#8220;I don&#8217;t care about Sandia or the Department of Justice or any of them,&#8221; General Jabiri said. &#8220;I know more about this issue than the Americans do. In fact, I know more about bombs than anyone in the world.&#8221;

He attributed the decrease in bombings in Baghdad since 2007 to the use of the wands at checkpoints. American military officials credit the surge in American forces, as well as the Awakening movement, in which Iraqi insurgents turned against Al Qaeda in Mesopotamia, for the decrease.

Aqeel al-Turaihi, the inspector general for the Ministry of the Interior, reported that the ministry bought 800 of the devices from a company called ATSC (UK) Ltd. for $32 million in 2008, and an unspecified larger quantity for $53 million. Mr. Turaihi said Iraqi officials paid up to $60,000 apiece, when the wands could be purchased for as little as $18,500. He said he had begun an investigation into the no-bid contracts with ATSC.

Jim McCormick, the head of ATSC, based in London, did not return calls for comment.

The Baghdad Operations Command announced Tuesday that it had purchased an additional 100 detection devices, but General Rowe said five to eight bomb-sniffing dogs could be purchased for $60,000, with provable results.

Checking cars with dogs, however, is a slow process, whereas the wands take only a few seconds per vehicle. &#8220;Can you imagine dogs at all 400 checkpoints in Baghdad?&#8221; General Jabiri said. &#8220;The city would be a zoo.&#8221;

Speed is not the only issue. Colonel Bidlack said, &#8220;When they say they are selling you something that will save your son or daughter on a patrol, they&#8217;ve crossed an insupportable line into moral depravity.&#8221;

Last year, the James Randi Educational Foundation, an organization seeking to debunk claims of the paranormal, publicly offered ATSC $1 million if it could pass a scientific test proving that the device could detect explosives. Mr. Randi said no one from the company had taken up the offer.

ATSC&#8217;s promotional material claims that its device can find guns, ammunition, drugs, truffles, human bodies and even contraband ivory at distances up to a kilometer, underground, through walls, underwater or even from airplanes three miles high. The device works on &#8220;electrostatic magnetic ion attraction,&#8221; ATSC says.

To detect materials, the operator puts an array of plastic-coated cardboard cards with bar codes into a holder connected to the wand by a cable. &#8220;It would be laughable,&#8221; Colonel Bidlack said, &#8220;except someone down the street from you is counting on this to keep bombs off the streets.&#8221;

Proponents of the wand often argue that errors stem from the human operator, who they say must be rested, with a steady pulse and body temperature, before using the device.

Then the operator must walk in place a few moments to &#8220;charge&#8221; the device, since it has no battery or other power source, and walk with the wand at right angles to the body. If there are explosives or drugs to the operator&#8217;s left, the wand is supposed to swivel to the operator&#8217;s left and point at them.

If, as often happens, no explosives or weapons are found, the police may blame a false positive on other things found in the car, like perfume, air fresheners or gold fillings in the driver&#8217;s teeth.

On Tuesday, a guard and a driver for The New York Times, both licensed to carry firearms, drove through nine police checkpoints that were using the device. None of the checkpoint guards detected the two AK-47 rifles and ammunition inside the vehicle.

During an interview on Tuesday, General Jabiri challenged a Times reporter to test the ADE 651, placing a grenade and a machine pistol in plain view in his office. Despite two attempts, the wand did not detect the weapons when used by the reporter but did so each time it was used by a policeman.

&#8220;You need more training,&#8221; the general said.

BEIRUT: The project to launch an auction for broadband Internet licenses is being prepared, said the executive director of the telecommunication regulatory committee Kamal Shehadeh on Friday. Shehadeh spoke during the Fifth Middle East Network Operators Group meeting (MENOG 5) held at the Movenpick Hotel in Beirut. He said that the committee was dedicated to providing national and international broadband services in Lebanon in order to make the country a leader in broadband technology. 

Shehadeh also said that Lebanon should adopt the sixth version of the Internet protocol because the fourth version it was currently adopting would no longer be useful in 2011 and 2012. He added that there was &#8220;no escape&#8221; from adopting the sixth version and that the Lebanese government, the Telecommunication Ministry and Internet providers should be responsible for executing the change. Shehadeh then said the committee would support the government during this step and stressed that collaboration was necessary for the project to succeed.
