It is an attribute for Allah, being Perfect is being Allah. You May Need a Scholarly answer for this But I say Creating everything perfectly the way he wants is an example or appliying perfect Justice.
As I said the 99 names describe this one to a great extent. Such as being The Mercyful, meaning the epitome of mercy and none are more mercyful than he is.
