i second that lenovo-thinkpad are the best, one thing very irritating for me
the fn key is instead of the ctrl key in the left, and i couldn't get used to it!!
are there thinkpads with normal keyboards??

back to the question lenovos are the best but they're a little expensive,
and avoid low-cost laptops even if they are HP, toshiba or DELL,
there are series that are bad, not the whole brand.

and for sure avoid vista, buy a laptop without OS installed (you could save ~100$ price from the windows license) and install XP
