In my opinion whoever is handicap deserves it, in a good or bad way.
After all it's God's will... that's why he's like that. right?

So there must be a reason for him to be like that even a punishment or a reward...

Therefore, and in both cases you can't be sorry for him, being sorry for him is against God's will, it's like objecting his decision.
