Oh I'm sorry, it's a lethal chemical weapon in a smoke-screen agent disguise.
Anyhow it is illegal to use WP on civilians. As the pictures show, they where used on civilians. Yes it may have ignited on a high altitude at first but the white posphorous was nonetheless used in civilian areas and the toxic properties of the chemical acted on them. Thank you again
