as a wild guess i would say this looks like Shenmue, although i didn't get the chance to finish that game i did play it for a couple of minutes.
and the crummy grafix of ur screenshot are indeed reminiscient of the dreamcast. although i don't see the main hero in this screenshot.
if it's not shenmue is it The Way of the Samurai? cuz i kinda right clicked on ur picture and got some letters.. hehe
