You cannot have a proportional system when its a by-election concerning only 1 seat! what do we do we take 51 % of kamil khoury to parliament and 49 Percent of Amine?
And anyway for general elections im with Proportional systems, which would have benefited the opposition (ex-op) big time, especially in Beirut For example.
