i don't recall exactly. but it looks like it's using the AoE or Age of Titans RTS engine.

but i swear i've seen those tanks with red patterns and that overall uniform brightness somewhere b4, although i can't remember it if was a RTS game or a turn based game.

here, i think it's clearly a realtime game.

Its a 2003 rts game.
