It was not alleged. It was clearly articulated by HA and published by a prominent Lebanese paper.
There is no such thing as implicitly denying a statement you already asserted, loudly and explicitly. If indeed you want to deny it (or reject it), you must deny it loudly and explicitly as well.
There is only one manifesto published in 1985. It still stands today because it was never replaced.
