They should not be legal for the mere fact that some people use a certain amount of money for medicine, and if they pay for some futile non-researched elixir, they are wasting money at the expense of their health, at the responsibility of the manufacturer of that scam. It's a scam that can hurt people's health, so it's not a joke.
